As a builder, you first put a plan together of how you are going to build something. Then you round up the appropriate tools you need to do the job. You get started and you do little sections at a time until the job is done.
As an ASN on Michigan, I'm still somewhat unclear what the "current plan" is for building the Michigan Assembly. But this video on words is a really good tool! And so is the British video on the "strawman".
